No there isn't any domain policy for Computer Management and yes it does have a login prompt for a user to login. I have seen that kind of behavior multiple times after resetting the local administrator password editing the SAM registry file. I don't think that is your case, but the SAM file corruption is probably the root cause of the issue.

Are all of your Windows 10 laptops behaving the same? If there are only a few, I would probably just install the same OS over keeping applications and data and call it a day. If this is an AD environment and that is a client machine you will not see anyone listed unless you have specifically added them. By the way, this user or these users, will not show listed in the area you are looking at, only in User Accounts accessed using the path above.

That node of the compmgmt shows the local users. If you want to see domain users that have logged onto this machine and have a profile try They are not on AD , All are local flag Report.
